Importance of railways in the progress of the nation is evident from the fact that separate railway budget is preaented in india. I don’t know if the same is done in other countries also.
I feel that the railway budget is presented every year but the projects can not be implimented in an year. Hence, there should be a 5 year budget of any new goverment and a yearly review budget. This way the success or failure of a goverment can be gauged.
I deliberarely did not talk about 10,20 or 50 years plan since in our democracy, change in government has a major change in priorites which ideally should not be. But it is the reality of todays politics.
Whats your take on the budget for 5 years and review every year. 1 year is too less a time for big issues or should I say small and real issues which take ages to be resolved.

We are not china, we have very short memory that is why we want budget every year.
On second thoughts i suggest budget should be called yearly government review with account statement as one part and each ministries report card as the second part.
Infact each ministry should present its report card to parliament as well as in public domain every year.
